Do I really need to spell it out? Here's 3 suggestions.
1 Give the big countries 2 places.
2 Put a few free passes in the hat so that the second round has 32 qualifying teams.
3 Bomb Russia and force them to create a few new countries.

For that to happen you would have utter dross qualifying from across the whole of Europe going straight in.ie teams from Armenia,Gibraltar,Latvia and such likes and the ‘big hitters’ from Spain England Germany etc missing out then turning the champs into a tunnocks European trophyThey shouldn't, if you win the league you should get an automatic place.

That's right, but I assumed, wrongly in your case, that everyone would know that there wouldnt be exactly 64 european countries and therefore some minor adjustments would be required. Next time I post a general point I'll cover myself with a footnote explaining I havent checked all the details.
