Chelsea have been banned from signing new players in the next two transfer windows for breaching Fifa rules in relation to the international transfer and registration of players under the age of 18

#Breaking Chelsea have been placed under a transfer ban for the next two windows and fined 600,000 Swiss francs (over £460,000) for breaching rules on the international transfer and registration of players under the age of 18, FIFA has announced.

It is. The very method they use to gain leeway with FFP is to recruit young players to coach and sell on...they bend the rules to get in first. The REASON they got caught offering inducements to these kids is to get round FFP.
