The issue would appear to be your interpretation, not some nefarious broken promise.

Perhaps. But that's our perception as fans. In the interview you linked to, it's apparent that it's up to Gio to identify areas to be strengthened. We might want a dynamic "8", but that doesn't fit with the horseshoe.
3. The players we did sign aren't good enough.
Firstly, it's far too early to say for any of them, Colak included. If things work the way we are told they do, then that falls on Gio too though. Matondo, for example played his best football cutting in from the left. Who decided he was the best option for our right hand side? If it wasn't Gio, then why does he insist on playing him from the right?

I don't think it matters to Gio what we are desperate for. Last year we wanted Greegs binned for McLaughlin from about October onwards. There's nothing in there that says to me he wants to add anyone. He says he doesn't know if there would be new signings but that anything can happen. You could infer that he was playing his cards close to his chest, or you could take him at face value.
