Rangers not having a scout at the U-21 Euros

That list is just scouts from one agency. There will be many more agencies and clubs represented that don't appear on that list.
 
There's a part of 'Soccernomics' the book that talks about the futility of smaller (financially) clubs scouting international tournaments.

1. All the players that do well will have inflated prices because they've done well.
2. All the good players will be known already.

Scouting reserve and under-21 leagues is probably more fruitful.
 
I'm assuming this isn't comprehensive.
Someone scouting on behalf of 'Stars and Friends' on that list.
 
I haven’t read further than the OP but we had Lovenkrands there and that list is as much of a list of who’s got the jolly from each club as it is a list of scouts.

Correct.

If you're serious about scouting abroad to find young talent (and so far this season we have put a strong emphasis on British players FWIW) you have to scout them before they hit this tournament.

Bingo, there's also the fact that a tournament is too short of a window to properly scout a player.
 
Don't see what big issue is , Club are well ahead of game with recruitment and now need to let players go with sending others on loan
 
Scouting department is making progress.

3 years ago there was only 1 stipulation. All scouted players must have previously had some connection, however tenuous, with Watford FC
