SPFL Board Consults Clubs Over Covid-19 Contingency

The SPFL board has written to all 42 clubs asking their views on possible contingency measures to deal with any further disruption caused by Covid-19.

The questionnaire is designed to assist the recommendation of a possible resolution to member clubs, which would give the board authority to deal with any further Covid-19 related disruption to the current season.

A previous ‘board powers’ resolution was rejected in July 2020, but several clubs who voted against the resolution have now indicated that they have changed their position.

SPFL Chief Executive Neil Doncaster said: “When the SPFL Rules were drawn up many years ago, noone could have foreseen the impact which Covid-19 would have on our game.

“The fact that our rules did not expressly cover the situation where a season must be curtailed with a number of matches remaining to be played, caused a great deal of uncertainty and delay in reaching a resolution last Season. No-one wants to see that repeated.

“Many of our clubs support the principle of drawing up a set of protocols long before we get to the situation where league positions understandably influence the individual approach of clubs to these difficult situations. However, the proposal to allow the board a clearly specified and limited degree of authority to take action if we are unable to complete the season did not have sufficient support in the summer.

“Given the ongoing challenges caused to sport worldwide by Covid-19, several clubs have now indicated they have changed their position. The board wishes to establish if a sufficient number of clubs now wish to revisit this issue, so we can significantly reduce the uncertainty and division that arose towards the end of last season.

“Those circumstances were caused by the need to curtail the season, make promotions and relegations and cancel the play-offs, all in a written resolution. As we know, this effectively meant asking members to vote for the relegation of their club and other clubs in circumstances where the season could not be completed, with all the issues this prompted. If there is sufficient support to secure an amendment to the SPFL Rules, then all clubs will know well in advance of any need to curtail the season what the outcome will be – so far as concerns league positions, promotion, relegation, play-offs, fees and qualification for UEFA competitions.

Season 2020/21 disruption

Following the curtailment of Season 2019/20 due to the Covid-19 crisis, a number of clubs and commentators have continued to suggest that the SPFL Board should ‘do something’ to avoid a repeat of the uncertainty and division that arose towards the end of Season 2019/20.

Those circumstances were caused by the need to curtail the Season, make promotions and relegations, and cancel the Play-Offs, all in a written resolution. As we know, this effectively meant asking clubs to vote for the relegation of themselves and/or other clubs in circumstances where the Season could not be completed.

As was apparent earlier this year, SPFL Rules do not expressly cover the resulting, footballrelated, consequences where a Season must be curtailed, with a number of matches remaining to be played.

The accompanying questionnaire is designed to assist the Board in deciding whether to recommend a resolution (or resolutions) to Member Clubs as a means of giving the SPFL Board express powers to deal with any further Covid-19 related disruption to Season 2020/21. As noted at our General Meeting on 19 October, the Board is consulting with Clubs now (when individual Club fortunes this season are not known) to ascertain whether there is sufficient support for a directors written resolution to be passed, granting the Board the relevant express powers.

Background The Covid-19 virus is thought to have originated in China in late 2019. When it first started to spread rapidly in the UK, in March 2020, the Scottish Government responded, including by putting in place restrictions on mass gatherings and professional sport. The Scottish FA suspended all football in Scotland from 13 March, with just under 25% of SPFL League Matches still to be played.

In April, by written resolution, SPFL clubs voted (with over 80% in favour) to curtail the Championship, League 1 and League 2; to cancel all Play-Off matches; and to give the SPFL Board the power, following consultation, to curtail the Premiership.

On 18 May, following such consultation with all 12 top-flight clubs, the Board determined that the 2019/20 Ladbrokes Premiership be curtailed with immediate effect.

Whilst there was a clamour for the SPFL Board to ‘show leadership’ and to make decisions to steer the SPFL through the crisis, the Board was constrained by current SPFL Rules – which required the Board to seek express approval from Member Clubs at various stages in the process. Your Board circulated a written resolution to Clubs on 23 June 2020, which would have given the Board such express powers to deal with any Covid-19 related disruption this Season. This resolution: - would only have existed in relation to Season 2020/21 (and its effect on the start of Season 2021/22) and would then have expired; - related only to Covid-19 related disruption; and - was subject to an express requirement to consult with Member Clubs in advance of any use of the power. However, the majority of Member Clubs did not support such a resolution at that time. Several clubs have since made it clear that, while they did not support that resolution then, they would do so now. The accompanying questionnaire is designed to establish whether sufficient support exists amongst Member Clubs for a resolution to be brought forward now, which would give your Board the express power to deal with specific issues arising as a consequence of Covid-19 related disruption to Season 2020/21.

Your Board therefore requests that that Member Clubs complete and return the accompanying questionnaire as soon as possible, and no later than 30 October 2020. Any Club failing to return the questionnaire by midday on Friday 30 October will be considered not to support any ‘Board powers’ resolution being brought forward at this time. Yours sincerely

Fecking embarrassing. Couldn’t mark their neck with a blowtorch. Tell them to go F*** themselves Rangers. Rats every last one of them on that board. Wonder what the clubs who’ve changed their minds have been promised? Couple of big hitter friendlies?
 
Just come up with a set of rules for clubs to vote on now before any league position is near decided.

If X amount of games are played then the season is called, if the government shuts us down for X amount of weeks then clubs need X amount of weeks to get back into shape, as many games as possible in the fixture list will be played and league called on last day of season etc.

The SPFL board just want to be able to pick and choose what to do depending on how the league table looks at the time.
 
Sky won’t let them cancel the season unless all monies are paid back. The SPFL have no money and it would bankrupt most clubs outwith Rangers and them if they even tried it.

Still, Scottish football has always been turkeys voting for Christmas.

You would have thought after the shamble of last season these clowns would have a plan for this season. Probably hoping celtic would be top of the league and declare them winners.Guaranteed they won't do it with us top of the league.They really are a joke,unprofessional sham of an organisation as well as being corrupt.

Asking clubs what they were actually willing to entertain is probably a more sensible approach than their ‘just give us the power to do anything we want’ move earlier in the year.

This would however give them less control and ability to favour their favourite club so not surprising they tried to do it back to front.

You can tell they have a sleekit plan as they know the mentally challengeds are gash

Our board really need to tell them how many votes are they going to request. Just because some clubs may have “changed their minds” that doesn’t mean a new vote is required

Its like voting in a general election then a few months later you want to change your vote but it doesn’t work that way

The Scottish clubs voted to reject the SPL board having additional powers so Doncaster needs to respect that vote and told to phuck off

Why would you need to go outside? If you saw his lips move, you could draw the obvious conclusion.
 
It is very clear to me what all this implying,Gers top of the league we wouldn't be crowned champions,them top of the league and it's a case of there's your 9 1/4 titles,hopefully the majority of the clubs see through this liar,and what about relegation,would that work the same,ie bottom of league and your oot,Scottish fitba is being run by shysters.
