The numbers round the stands - help me out

If memory serves the numbers round the govan and Copland read , 71, 87, 97, 98, 99, 03, 08, 11, 21 and 22 in gold.

Or close to that.

Can someone help me out on what they mean?

No one round me could work out what it referenced. Was there some message on the Broomloan that would have made it make sense?
