Clive Tyldsley explained it well on American TV - The guy that cleared the ball was encroaching, so it's a re-take.

Didn't know that was the rule

It’s simply the rule that you can’t enter the box including the “D” until the ball is struck. In this case the guy was in the “D” and he also cleared the rebound so it’s absolutely the correct decision. VAR makes these thing’s obvious and the decision is correct.

I had no idea Parker was there. That seems an odd appointment. I read he's won 2 of his 11 games.
