What makes a goal iconic?

Over the years there have been some goals that have become iconic in world football, but these haven't always been the best of goals. For instance, the Zidane volley in the 2002 Champions League final has become one of the most memorable goals of al time. However, Gareth Bale's goal in the 2018 final was IMO, better. So why would more people remember Zidanes than Bales? Is it to do with the player, the moment, the significance?

There are many famous goals even Rangers wise, like Tam Forsyth, who scored from centimetres out which I would say is more iconic than the goals in the ECWC final?
 
Johnston's late goal at Ibrox v Celtic, he also scored against them at the piggery but that first one is an iconic Rangers goal.
 
A mixture of the timing, the occasion and the quality of the goal.

A last minute goal in a big final is likely to be iconic, same way a wonder strike or superb team goal in a big derby or final is likely to be iconic.
 
Bale's goals were great, but probably overshadowed by the howlers by the Liverpool keeper.

It's a good question OP, there are goals such as Trevor Sinclairs overhead kick and Tony Yeboahs screamer that get used by Sky and end up in many a "Top 10" viral video, but arguably better goals can be overlooked.

First goal that springs to mind is Carlos Alberto in 1970.
It had all 3 of timing, occasion and quality.
