Completely over-acts the part. That stupid lean/bend back thing he does? What's that about?
His voice turns into lotso bear' from toy story 3 when he's being highly dramatic.
I like him as a baddie. The governer' in the early series was far less convicing for me
 
Rikki Fulton as Major Pribluda in Gorky Park. Pribluda is a KGB Major and a right nasty bastard with enormous power.

I watched the film in the old Odeon on Renfield Street and when Pribluda first appeared on screen the whole audience started laughing.

Jared Leroy as the joker in Suicide Squad.

More plain weird than an out and out baddie. Also applies to Javier Bardem in Skyfall.

Edit-that should be Jared Leto, stupid phone.

No contest, Scotland's own Dougray Scott in Mission Impossible II.

The least convincing Scottish villain since Willie Melvin was in Eastenders.
 
Not a film, but Ross Kemp in Spartacus has to be seen to be believed, especially when he shouts "Slaaaaaags" in an amphitheater.
