Hearts’ SPFL reconstruction proposal in full – based on 14-14-14 for two years with option for 14-14-16

Do the other 41 clubs get to put forward a proposal in self interest as well, or is it just Hearts who are being afforded the luxury?

Its hilarious the wording of the proposal leans more to the survival and future of the Scottish game, rather than don’t unfairly relegate teams, as if they are doing this mainly for everyone’s benefit.

Where is the outrage from Hearts at the actions of the SPFL and the other clubs who decided to shit on them from a great height out of self interest? Cuckold beyond belief.

I think we should reject the proposal as ‘incompetent’, and tell everyone there was one word, namely ‘instructed‘ instead of ‘requested‘, that we did not find acceptable. Worked for the SPFL.

Anything that pushes Hearts towards legal action has to be our stance.
 
She is just dragging her heels and should by now have went the legal route if she is half the business woman she is supposed to be.
 
Horrific set up just as bad as it is currently......Why o why do we need a split either go full 18/20 teams or go full crazy and get rid of your st Johnstone Hamilton's etc and just have an 8 team prem playing 6 times a season and get rid of the dross who bring %^*& all to the party
 
It will be a poorer league without Hearts, we need the bigger clubs in Scotland, otherwise the product declines.

I still think the club are going to challenge the maladministration (or to my mind corruption) involved in pressing through a vote to award of a title on the basis of an incomplete season.

If this Reconstruction proposal went through and we then had ‘title winners’ with an asterisk from an incomplete season but no relegation from that same incomplete season does that not potentially strengthen our case? The inconsistency is stark.

Or does the fact that the clubs vote for something trump every normal legal consideration?

I really think none of this matters.

The majority of clubs cannot afford to play behind closed doors.

The majority of clubs will be unable to field a team, because they don't have enough players on their books.

The majority in the Championship want to hibernate for a season.

Budge is wasting time, effort and money.
 
14-14-14 effectively relegates clubs like Peterhead back to the bottom division. Also denies Cove their promotion.

It is absolutely disgraceful that SPFL board cannot see that there is something seriously wrong with appointing the owner of the team due to be relegated as head of reconstruction panel. It does nothing but confirm corruption is rife within our game.

I hope Rangers vote against this for the simple reason that if we award the Premier title we must also relegate.

They are a fucking shitebags barely a noise or any meaningful contribution when we tried to get our own resolution though beyond sick of them now the legal route has been staring them straight in the face since the moment the leagues were shut down and of course subsequently called.

This reconstruction pish will never happen and there laughable plans will have sealed that now.

given the World Cup is November/December 2022, this would be the perfect opportunity to go to a ‘summer Football’ league for a few seasons. Still a bit baffled it wasn’t put forward as an alternative to this desperate attempt by some to stay afloat

OVERVIEW

Background

Scottish Football was suspended by the Scottish FA on 13th March 2020. As a consequence of that suspension, the SPFL Board (via a Written Resolution on 8th April 2020) called an end to the season for the Championship, League 1 and League 2 Divisions on 15th April 2020. The Premiership was subsequently ended on 18th May 2020.

Determining how best to deal with the challenges posed by the COVID-19 pandemic for the football world has been and continues to be incredibly complex. This is widely accepted by all. Across Europe, only one other major Professional Football League (the French League), along with the SPFL, has opted to allow teams to be relegated. In France, this case has now been referred to the Court d”Etat in what could be a protracted legal process. In Scotland, the option still remains to avoid this route, simply by adjusting the structure of the League. As things stand, the principle of Sporting Integrity has been compromised and there is widespread agreement that relegation under the current circumstances is unjust. The fact that there is a growing realisation that some form of league restructuring will be needed to help Clubs to protect their businesses and ensure their own survival, suggests the time to do this is now.

Options

a) Financial Compensation

There have been many expressions of sympathy for the Clubs, which have been relegated due to the early closure of Season 2020/21. However, sympathy is not what is needed; sympathy does not make these decisions right; sympathy does not save jobs!

Some Clubs have expressed the view that the Clubs impacted should be offered financial compensation. While this sentiment is appreciated it is difficult to argue that this would right the injustice.

In Hearts recently submitted Representation Letter to support our UEFA Financial Fair Play submission, we advised that relegation would lose Hearts, under normal circumstances, between £3-4 million in income. This figure takes no account of any further financial damage that might be caused by COVID-19 disruption continuing into Season 2020/21, which now looks inevitable.

For other Member Clubs to compensate for this level of loss in any meaningful way they would themselves lose out significantly at a time when everyone is facing their own financial challenges.

Hearts being relegated will not only cause significant financial damage to Hearts, but will result in other Premiership Clubs funding a £300k parachute payment next season. This money, plus any compensation payments agreed, could be much more effectively utilised in the fight for survival.

b) League Change

I firmly believe that introducing a 3 League structure, for a 2 year period while we deal with these extraordinary circumstances, is the only sensible way to achieve the following outcomes.

• Avoid causing significant and unnecessary financial hardship to all Member Clubs.

• Facilitate Clubs of different scales to work together to focus on how each group is going to survive.

• Send out a strong message to the fans and to the football world in general, that Scottish Clubs are standing united to defeat our common enemy; namely, this pandemic, which is threatening to decimate, if not destroy, Scottish Football.

All of the above would be to the significant benefit of Scottish Football.

PROPOSED CHANGE

In a previous paper, I made the point that “emergency situations call for emergency measures”. Surely, no-one would question that we are dealing with an emergency situation.

The emergency measures being proposed involve implementing an amended structure, for two seasons, to minimise the negative outcomes created by the current emergency.

The proposal would see:

• an enlarged Premier Division of 14 teams, based on no relegation and 2 promotions (Dundee United and Inverness Caledonian Thistle) from Season 2019/20

• an enlarged Championship Division of 14 teams, based on no relegation and 6 promotions (Raith Rovers plus the teams in position 2-6 of League 1) from Season 2019/20

• the combining of the remaining League 1 Clubs with League 2 Clubs to create a new 14 team League 1. *(See below)

This proposal would see a more streamlined League structure that would facilitate improved communication and cooperation both within and across all 3 Divisions. This would also ensure no teams are further disadvantaged due to COVID-19. Most importantly, it would provide greater flexibility to deal with likely on-going problems over the next 2 seasons.

(* There is still an outstanding matter to be addressed regarding the Highland and Lowland League Play-off competition. One way of handling this would be to further increase the new League 1, to 16 teams. This would be in keeping with the underlying principle behind enlarging the Divisions and could be accommodated very easily.)

She's clutching at very short straws. The £300k parachute payment is a misnomer. Unfair to relegate teams but it's okay to hand out titles. This is dead and buried for me.
 
Since she is proposing a redistribution of prize money to close the gap between club 12 and clubs 13/14 then it will need 90% approval (11-1) from the top flight clubs. She has also left it open-ended as to how we get back to a 12 (if we do).

For those 2 reasons it’s doomed.

There is only 4 clubs currently in the SPFL out of the teams that were automatically relegated in the past ten seasons. Not sure about percentage that went down in play offs.

Agree with this. Legal action must be taken if one part of the league can be concluded and the other part is ruled null and void.
Another reason I hope Covid wipes out most of Scottish football.

I had a look last night and as with Follow follow the last thread to be commented on goes to the top of the board and guess what ? The 'Sevco' thread was above their own reconstruction thread - that is a microcosmladies and gentleman as to why Scottish football has got itself into such a state.

Maybe, but they need to think what will cost them more. League reconstruction and possibly sharing more winnings or legal action, which does not look like it’s coming, to get off the ground. Either way it’s time they’re playing for.

You cannot declare teams winners, and relegate teams, only to effectively declare the bottom section “null & void”, by reinstating the relegated team. The restructure proposal is the same nonsense rejected 2 weeks ago. Due to the “split” the team in 7th position has the potential to gain more points than teams finishing 5th & 6th, and could possibly gain European qualification. It’s a no for me, and hopefully the club.
 
See that’s the kind of thinking that’s seen us fecked over and left on our lonesome, this club that you say stood by us are now quite content to work with a crooked cabal as long as it benefits them, no better than the rest.
If we vote for a reconstruction that has being solely designed to get said crooks out of a situation that could mean questions that they can’t possibly answer (well not without perjuring themselves) then what was the point in trying to remove these crooks from office in the first place.
So how do we get support for any kind of change when we've burnt our bridges with everyone ?
