They're unwilling to do that so must remain in the 4th tier. They've won the league 4 years ina row but can't get promoted. Seemingly one of the best teams in Japan. I had a look and the Emperor Cup winners qualify for the Asian Champions League. As far as I can tell, recent winners have all been J1 League teams. Hardly a diddy competition with no meaning.

Half the first team did not play. Most teams would struggle with half a team rested

pretty sure livi rested almost a full squad and got a draw with the tims............
