I've been told by someone in the know that the fee to buy Tilman is under 1.5 million and Bayern also have a buy back option of 10 million. In theory if he works out Bayern can't refuse the 1.5 million only the player can reject the move. If the player accepts our contract, Bayern can activate the 10 million clause and then negotiate with the player.
